Osaka integrated resort enters systems commissioning phase
As structural works advance on Japan's flagship integrated resort development, industry attention is moving to commissioning — the phase where gaming, surveillance and management systems are installed, tested and certified.

- Commissioning schedules often determine opening dates more than construction does.
- Systems must be certified before any gaming area can operate.
- Staff training programmes run in parallel with technical commissioning.
- Project details in this report are indicative demonstration content.
The phase nobody photographs
Commissioning rarely produces striking imagery, but it is where opening dates are won or lost. Every gaming position, camera, payment path and reporting feed must be verified against the approved specification.

Training as a critical path item
A new integrated resort needs a trained workforce on day one — surveillance officers, table staff, technicians and compliance personnel. Recruitment and certification frequently sit on the critical path alongside the systems build.
- Phase A
Structural completion of the gaming and hotel podium.
- Phase B
Systems installation and integration testing.
- Phase C
Regulatory certification and staff certification.
- Phase D
Soft opening under supervised operation.
